MANIFESTO on Pseudo-Islamic Terrorism

Case 04-2015: ISIS

MANIFESTO on Pseudo-Islamic Terrorism

The Buddhist Tribunal on Human Rights, defender of the rights of global citizenship and of all the beings on Mother Earth, exercising the cultural sovereignty that is emanated from the Buddhist Peoples and Spiritual Communities, is perfectly aware of the situation of the terrorist attacks carried out by the ISIS guerrilla;

The Buddhist Tribunal on Human Rights has a universal ethical vocation, so that it is directed to the entire international community to become aware of the terrible crimes against humanity and genocidal acts that ISIS has carried out against 3 Christian churches in the city of Surabaya, Indonesia;

The Buddhist Tribunal on Human Rights offers its condolences to the State of Indonesia for such terrible killings against a dozen innocent people of Catholic, Protestant and Pentecostal churches;

It is stated that ISIS is committing Violations of the rights of children, because in order to carry out the terrorist attacks against the 3 Christian churches of Indonesia this terrorist group resorted to suicide attacks using children with explosives, which constitutes a new Supreme Offense against International Morality and the Sacredness of life.

It is stated that those genocide techniques against Christian churches constitute a Violation of the Rights of Spiritual Communities.

It is stated that ISIS is categorically betraying the spiritual traditions of the Islamic People, demonstrating once again that this guerrilla is absolutely pseudo-Islamic.

It is stated that President Joko Widodo of Indonesia is totally right when saying that terrorism is a crime against humanity and has no connection with any religion.

It is stated that Gumar Gultom, secretary general of the Indonesian Association of Churches, is also absolutely right that any religion teaches humanity, peace and love, and does not teach violence and murder.

It is stated that every murder against a single human being is a murder against the dignity of the entire humanity.

It is stated that ISIS should not be destroyed militarily but should be brought to justice, especially before the Islamic Law, because violence always breeds hatred while justice always generates Peace and Truth.

The entire international community is required to stop associating ISIS with True Islam.

On May 16, 2018, this Manifesto on Pseudo-Islamic Terrorism is expressed as a contribution to a more peaceful, just, cultured and healthy world.

Proclamation on Wahhabism

CASE 04-2015: ISIS

Proclamation on Wahhabism

February 13, 2018

The International Buddhist Ethics Committee & Buddhist Tribunal on Human Rights,

Considering that the guerrilla group ISIS has been condemned as Responsible for Genocide, Ethnic Cleansing, Crimes against Humanity, False Islam, Violation of the International Human Rights Law, War Crimes and High Crimes against Peace;

Recalling that the genocidal movement ISIS is based on the vision of the eighteenth-century fundamentalist ideology called Wahhabism, which is the official religion of Saudi Arabia despite the fact that having been born through merciless massacres against women, children and the elderly, condemning any Muslim who does not agree with its literal and distortive interpretations;

Aware that the founder of Wahhabism, the preacher Muhammad ibn Abd al Wahhab, believed that Muslims who behave in a modern way are a deviation from the true message of Islam, which demonstrates the anachronistic characteristic of this fundamentalist ideology that aims at purification of Islam through inadequate means that violate fundamental human rights;

Concerned enormously by the fact that fundamentalist movements do not understand that Jihad is a process of inner spiritual purification, so that they confuse and deceive Muslims when conveying a vision of Jihad as an external military struggle against non-believers and against Muslims themselves that do not agree with their fundamentalist views, which is an intolerant vision that does not exist in the true Islam that has been practiced for 1400 years;

Deploring the fact that since 1932 Wahhabism has control over all the political, social and cultural life of the Kingdom of Saudi Arabia, such as education and the judicial system of the country;

Analyzing that since 1970 Saudi Arabia has invested hundreds of millions of dollars in building hundreds of mosques in order to spread Wahhabism and turn it into a global ideology, helping people from all over the world to learn this fundamentalist ideology and to commit atrocities in the name of Islam;

Taking into consideration that Wahhabism was promoted in Afghanistan, which influenced Osama Bin Laden and the Al Qaeda movement;

Examining the fact that ISIS has been financed through donations from Saudi Arabia, which is a fact that has been criticized by the presidents of Iraq and Iran, and even confirmed by US Secretary of State Hillary Clinton in 2014;

Showing dismay at the fact that women in Saudi Arabia do not fully enjoy equality, fundamental freedoms and human rights, lacking the legal capacity to marry, work, open bank accounts, have justice, travel, dress by themselves, interact with men, seek medical treatment and have custody of their children, since women are controlled by guardians in almost all aspects of life;

Expressing absolute solidarity to women of Saudi Arabia for suffering from a system that is similar to that of Apartheid, which is regarded by International Criminal Law as a crime against humanity;

Taking into account that in 2017 Saudi Arabia became the first country to grant citizenship to the humanoid robot called Sophia, created by Hanson Robotics company of Hong Kong, extraordinarily complying with the Universal Declaration of the Rights of Non-Human Beings proclaimed by the United Buddhist Nations Organization, where civil rights are granted to Artificial Intelligence and other non-human beings;

Reaffirming the sad fact that the humanoid robot named Sophia has civil rights that the women of Saudi Arabia do not possess, such as the fundamental freedom to dress freely and that their heads and bodies are not covered by veils or robes, commonly known as niqabs or burqas;

Demonstrating that the humanoid robot named Sophia has more rights in Saudi Arabia than the rest of the immigrant human beings who arrive in that country, people who are exploited in their works, there being even tens of thousands of people subjected to slavery;

Denouncing that there is evidence suggesting that the government of Saudi Arabia participated in the financing and logistics of the terrorist attacks of Al Qaeda against the Twin Towers of the USA on September 11, 2001 where 3,000 people died, as stated by Bob Graham, former director of the intelligence committee of the US Senate;

  • It is stated that if it were judicially verified the fact that Saudi Arabia participated in the attacks on September 11, 2001 against the Twin Towers, then the former presidents George Bush and Barack Obama would be responsible for the cover-up of crimes against humanity, given that President Bush censored a 28-page report where there were indications in favor of the hypothesis of Saudi collaboration in the attacks, while President Obama received public threats from Saudi Arabia and decided to veto a law that allowed the families of victims of terrorist attacks to sue the countries that collaborate with terrorism.
  • Total support is affirmed for the Justice Against Sponsors of Terrorism Act (JASTA) that allows families of victims of 9/11 attacks to sue Saudi Arabia and other countries that promote terrorism.
  • Solidarity and compassion is invoked for the organization 9/11 Families & Survivors United for Justice and other 800 relatives, who judicially have demanded Saudi Arabia after the annullment of the illegal veto of President Obama, presenting investigations carried out by FBI (Federal Bureau of Investigation of the United States of America) about the financial and logistic support by the government of Saudi Arabia to terrorists that attacked the Twin Towers.
  • It is confirmed that the terrorist Zacarias Moussaoui declared that Al Qaeda received donations from the royal family of Saudi Arabia.
  • Saudi Arabia is required to immediately establish an egalitarian regime between men and women.
  • It is immediately required a ceasefire on the part of Saudi Arabia against Yemen, since there are proofs of continuous attacks against civil populations, which is something that could be considered to constitute crimes against humanity and war crimes.
  • ISIS and Wahhabism are condemned for being transnational organized crime organizations that distort true Islam.

Written two thousand and six hundred years after the creation of the Buddhist Community.

LEGAL WARNING to the Supreme Court of Pakistan

Case 04-2015: ISIS

LEGAL WARNING to the Supreme Court of Pakistan

Dear Supreme Court of Pakistan, as a result of the sentence of death penalty signed in 2010 against sister Asia Bibi, who is the mother of two girls, for blasphemy against Islam, the Buddhist Tribunal on Human Rights, on January 23, 2018, points out the fact that the Pakistani law supporting this conviction constitutes an unconstitutional law because it is a Violation of the International Human Rights Law, especially for breaking the International Covenant on Civil and Political Rights (ICCPR) adopted by the UN and signed by Pakistan, violating the right to life, the right to freedom of religion and the right to freedom of thought and expression.

Although the government of Pakistan has the right to maintain an Islamic Law system, however, the country has no right to violate International Law through illegitimate and fundamentalist laws which are totally the same ones as the homicidal system practiced by ISIS. While Asia Bibi was condemned to death penalty after rejecting an attempt of forced conversion to Islam, there are elements to require their immediate release due to violation of due process, but also the Buddhist Tribunal on Human Rights states that there are deep elements to declare as unconstitutional and unconventional the shameful Pakistani law that creates the death sentence for blasphemy, being a law that violates human rights and establishes an oppressive system similar to the ideology of ISIS.

Accordingly, it is contested that these kinds of laws do nothing but attract and strengthen the ideology of ISIS, whose movement is growing in Pakistan. If the Supreme Court of Pakistan does not want to see the same thing happening in its country such as what ISIS did in Syria and Iraq, then it should annul the death penalty for blasphemy, having the duty to immediately release Asia Bibi and the rest of those imprisoned for this illusory infraction. In case of keeping this kind of medieval, immoral and inhumane laws in Pakistan Crimes against humanity by systematic illegal incarcerations will not only be committed, but will also be kept the ideology from which ISIS was born, enabling this terrorist guerrilla to grow until being able to get political power in Pakistan, access the nuclear bombs that the country possesses and endanger the lives of hundreds of millions of human beings around the world.

In conclusion, the Buddhist Tribunal on Human Rights appreciates that the Supreme Court of Pakistan has not yet executed Asia Bibi, although it also considers that her imprisonment is totally illegal and violates human rights, so that her immediate release is ordered within the next 5 days, as well as it orders the annulment of the death penalty law for blasphemy suffered by many illegally detained persons. The deadline to notify compliance with this urgent request made by the Buddhist Tribunal on Human Rights will be 5 days. In case of failure to comply with this requirement the Supreme Court of Pakistan will be investigated and brought to trial for possible Crimes against humanity, among other charges.

Legal Requirement on the Rights of the Child in Iraq

Case 04-2015: ISIS

Legal Requirement on the Rights of the Child in Iraq

January 7, 2018

The International Buddhist Ethics Committee & Buddhist Tribunal on Human Rights legally requires the State of Iraq to immediately annul the parliamentary amendment draft that removes the minimum age of 18 years for the marriage of women, since this project implies an endorsement of sexual violations to underage girls, which will constitute a crime against humanity as it is a systematic and widespread torture and sexual abuse. The Buddhist Tribunal on Human Rights warns conservative Shiite deputies who submitted such amendment on October 31, 2017, that the issue of Human Rights is above any cultural custom, which should be corrected or annulled when they violate the Natural Law or intrinsic dignity of the whole humanity. In this sense, it should continue with the legislation in force since 1959, which had transferred to the State and to its judiciary the decisions on family matters that were previously decided by the religious authorities. Thus, the Buddhist Tribunal on Human Rights declares that the opinion of the sages (ulemas) of Shiism and Sunnism should never be mandatory for state judges who decide on issues related to the children’s rights. Even though conservatives claim that the marriage of nine-year-old girls is a millennial practice allowed in Islam, the Buddhist Tribunal on Human Rights states that this legislative amendment is quite similar to the medieval ideology of ISIS and its cruel selling of female sex slaves, providing legal coverage for the rape of girls, as denounced by retired military Hadi Abbas.

The Buddhist Tribunal on Human Rights confirms that although the government of Iraq has militarily defeated the ISIS guerrilla, it must now defeat it culturally and spiritually, so in addition to expelling it from Iraqi territory it must also expel it from the hearts and minds of its citizens, since this cruel and obscurantist ideology is a real threat against the development of civilization. However, to banish this dangerous ideology, the world must have a greater degree of unity and interexistence, having to cure the main cause of such evil: poverty. In this way, the Buddhist Tribunal on Human Rights teaches that the best way to fight against terrorism is not through war but through the education for peace, fighting humanitarianly against poverty and social injustice.

Certainly, the ISIS guerrilla took advantage of extreme poverty and the situation of destruction of the institutions of the Iraqi State as a result of the blockades and genocidal invasions of the UN and the United States, so that in view of this climate of abandonment of society, ISIS carried out a system of sexual abuse and war crimes against children in a systematic and widespread way, even committing forced disappearances, genital mutilation and sexual slavery with total impunity, as well as forcing the recruitment of minors to commit homicidal acts. UNICEF has been able to describe the situation of children under the control of ISIS as a framework of assassinations, kidnappings, forced marriages and sexual abuse. At the same time, the Road to Peace organization has confirmed that children of Mosul have been living as mice, suffering dramatic and traumatic situations as a result of living without water or food. Faced with this serious humanitarian crisis that has not yet ended, the Buddhist Tribunal on Human Rights requires the State of Iraq to invest in shelter, appropriate food, medical care and education for the thousands of orphans or homeless children who are in a situation of gravity, instead of enacting medieval laws that violate children’s rights and turn girls into mere objects.

The Buddhist Tribunal on Human Rights recalls that during the 1990s more than 500,000 children died as a result of the illegal UN blockade that prevented the Iraqi population from accessing food, water and medicine, so that this blockade has been sentenced as a crime of genocide. In addition to this serious violation of human rights, the structure of the State of Iraq was almost totally destroyed during the American invasion, again producing a catastrophic environment and that was not conducive to the physical, mental and spiritual development of Iraqi children. Both the UN blockade and the US invasion have violated children’s human rights, such as the right to life, health, education, security, family and freedom in a systematic and widespread way, thus leaving almost all of the population and millions of children in a state of malnutrition, disease and absolute poverty. In fact, this process of blockade and occupation -catalogued as acts of genocide and war crimes– has been so successful with its assassinations and forced displacements that caused around 5 million children to be orphans, and even causing around 500 thousand children living on the streets without any type of home, family, medical attention, decent food and education. Therefore, the Buddhist Tribunal on Human Rights calls for the international community to help the State of Iraq, especially its children, so that they can get out of the situation of chaos and terror that they have suffered for around 3 decades with the blockades and invasions of the UN, USA and ISIS, all of which have behaved in a criminal manner.

Resolution on Attack to Islamic Cultural Center

Case No. 04-2015: ISIS

Resolution on Attack to Islamic Cultural Center

January 4th, 2018

The International Buddhist Ethics Committee and Buddhist Tribunal on Human Rights,

Recalling the principles of Buddhist Law, human rights and fundamental freedoms established by international instruments such as the Universal Declaration of Human Rights, adopted by the United Nations, and the Buddhist Convention on Human Rights adopted by the United Buddhist Nations Organization;

Considering that human rights and fundamental freedoms of the Islamic communities, especially their rights to life and peace, should be respected without any discrimination;

Aware that contemporary Islamic communities are vestiges of an ancient Civilization that was spread throughout dozens of countries for hundreds of years;

Enormously concerned by the discrimination made by contemporary capitalist civilization when associating Islamism with Terrorism, which stigmatizes the life and culture of hundreds of millions of people;

Deploring the existence of ISIS guerrilla group that, in addition to carrying out acts of genocide, ethnic cleansing and crimes against humanity, also propagates a False Islam;

Taking into consideration that 95% of the victims of ISIS are Muslims, which demonstrates the fundamentally heretical nature of ISIS by making perverse massacres against communities to which it says to represent;

Examining that these events not only distort the ethical precepts of the Prophet Muhammad, but also constitute an abhorrent Violation of the International Human Rights Law, being a false ideology that not only does not represent Muslims, but also defames and attacks them homicidally;

Bearing in mind that when ISIS guerrilla carry out terrorist attacks against unarmed civilians they not only carry out War Crimes, but also High Crimes against Peace, killing unarmed men and defenseless women and children;

Affirming that the terrorist attack perpetrated by ISIS in December 2017 against a Shiite Islamic cultural center and a news network in Kabul (Afghanistan), where more than 40 people died, constitutes an act of genocide whose purpose is to totally destroy the Muslim religious group that does not believe in ISIS guerrilla;

Expressing concern at the fact that, according to an analysis by the Conflict Armament Research organization, more than 43% of ISIS weaponry was produced in the superpower country of China, such as the Chinese Type 81 rifle;

  1. Reaffirms that Buddhist Spirituality fully respects the ethical principles of Islamic Spirituality;
  2. Calls for the respect for human rights and fundamental freedoms of the Muslim people, having to differentiate it with respect to any association with the ISIS group;
  3. Solemnly establishes that any violent practice that attempts against the sacredness of life is a Violation of the International Human Rights Law;
  4. Expresses the hope that unarmed civilians will never again be attacked by military or paramilitary groups, which constitutes a War Crime and High Crimes against Peace;
  5. Deplores as illegal US President Donald Trump’s acts of discrimination against the Muslim People, to which he has stigmatized and associated repeatedly through a State-sponsored Islamophobia;
  6. Declares that the acts of genocide, ethnic cleansing and crimes against humanity carried out by ISIS against Muslims make it absolutely False Islamism, demonstrating then that speaking of “Islamic Terrorism” is nothing more than an ethnocentric defamation made by the Western culture;
  7. Calls upon all members of the Buddhist People to show compassion toward the thousands of Muslims who are being killed by ISIS, never having to follow the false teachings of Islamophobic and False Buddhist teachers like Ashin Wirathu or Lama Ole Nydahl.

PRONOUNCEMENT on Attack against Sufism

Case 04-2015: ISIS

PRONOUNCEMENT on Attack against Sufism

November 28, 2017

First, the Buddhist Tribunal on Human Rights confirms that the group called ISIS has continued to carry out terrorist acts throughout the world, which has aggravated the previous Judgment that has been made against them for the charges of genocide, ethnic cleansing and Crimes against humanity.

Secondly, the Buddhist Tribunal on Human Rights continues to denounce that the ISIS group is False Islam, violating the human rights of women and children but also betraying the spiritual teachings of the great Muslim prophets.

Thirdly, the Buddhist Tribunal on Human Rights expresses again regarding the ideological and religious falsehood of ISIS group due to its recent terrorist attack against a Sufi mosque Al Rauda in Egypt, which on November 24, 2017 caused more than 300 deaths, not only detonating a bomb but also making hundreds of shots from the street.

Fourth, the Buddhist Tribunal on Human Rights decides that this terrorist act allegedly caused by ISIS constitutes not only a crime against humanity but also an act of genocide, trying to partially or totally exterminate a religious group protected by the Convention on the Prevention and Punishment of the Crime of Genocide.

Fifth, the Buddhist Tribunal on Human Rights expresses its solidarity with the People of Egypt and with the thousands of relatives of the victims of this genocidal terrorist attack, which constitutes the most terrible attack in the history of that country.

Sixth, the Buddhist Tribunal on Human Rights denounces that while ISIS group considers Sufism as a heretical movement, it is actually ISIS itself that is constantly committing heresies that pervert or destroy the spiritual heritage of Islam.

Seventh, the Buddhist Tribunal on Human Rights recalls once again that the Sufi Spiritual Community is probably the product of the mystical synthesis between Buddhism and Islam, which is why it constitutes a movement that must be fully respected and appreciated as a symbol of social peace and intercultural harmony.

Eighth, the Buddhist Tribunal on Human Rights requests the People of Egypt not to carry out extrajudicial executions of terrorist suspects, since evil must never be combated with evil, having the duty to bring those responsible for acts of terrorism to international justice.

In the ninth place, the Buddhist Tribunal on Human Rights criticizes the rabbinic document called “Between Jerusalem and Rome” where radical Islam is identified as a contemporary evil, ignoring that terrorist movements actually constitute totally False Islam, just as there is no kind of radical Buddhism but rather False Buddhism.

All these nine points demonstrate once again that the Buddhist Tribunal on Human Rights will continue to denounce the genocides carried out against Muslim brothers from all over the world, as is the case of the Rohingya People or the recent case of the Sufi Community.

Always with a spirit of reconciliation (maitri),

Master Maitreya Samyaksambuddha

President and Spiritual Judge of the Buddhist Tribunal on Human Rights

Statement on Al Qaeda

Case No. 4/2015: ISIS

 Official Statement on Al Qaeda

The Buddhist Tribunal on Human Rights, on October 25, 2017, decides once again to reaffirm that all terrorist organizations are not only illegal and genocidal under International Law, but also constitute False Islam in the light of Islamic Law (Sharia), betraying the peace message of the Prophet Muhammad. In this regard, with respect to the terrorist movement Al Qaeda, which in September of 2001 participated in a terrorist attack against American civilians, it is denounced that it constitutes False Islam, participating in crimes against humanity at a world-wide level.

The Buddhist Tribunal on Human Rights confirms that both ISIS and Al Qaeda were groups that worked together to achieve the same goal of building a global Caliphate. In fact, Abu Bakr al-Baghdadi, the leader of ISIS, came to be regarded himself as the true successor of Osama bin Laden, former al Qaeda leader. However, the means used to achieve a civilization of Islamic Law (Sharia) are totally inadequate, contradictory and illegal, resorting to violence and war instead of resorting to peace and justice. In fact, because they constitute False Islam, both ISIS and Al Qaeda are unaware that Jihad does not really mean a holy war but it is rather a process of spiritual inner purification. For this reason, ISIS has not only attacked dozens of mosques but even initiated a violent dispute against Al Qaeda, proving that violence and hatred, rather than lead to peace always lead to more violence and hatred.

The Buddhist Tribunal on Human Rights confirms that both ISIS and Al Qaeda have only succeeded in getting hatred against the Islamic community from the rest of the international community, which is one of the main problems of the contemporary world.

Finally, the Buddhist Tribunal on Human Rights congratulates those Islamic organizations around the world that maintain their ethical purity and condemn False Islam of terrorist groups.

Act on Boko Haram

Case 04-2015: ISIS

ACT ON BOKO HARAM

Dear government of Nigeria,

On day December 8, 2016, we are communicating with you in order to perform an International Repudiation to the Boko Haram movement and its leader Abubakar Shekau, who operate paramilitarily within Nigeria. This repudiation is not only due to the fact that Boko Haram has participated in terrorist acts, abductions and rapes of hundreds of girls, but also because it has sworn allegiance to ISIS movement, which has been sentenced in our Court for the crimes of Genocide, Ethnic Cleansing, Crimes against humanity, and even for False Islam. In fact, there is evidence that Boko Haram is using girls to commit suicide bombing attacks, and these desperate girls are accepting this terrorist practice in order to end their anguishing state of sexual slavery. This means that Boko Haram is violating International Humanitarian Law and Human Rights, committing crimes that should be judged by the entire world community. However, there is evidence that the Nigerian government is not seeking justice and end to impunity, but is performing revenge and repression against the Boko Haram movement, as demonstrated by the mass murder carried out against around 500 prisoners in Giwa prison in Maiduguri, where illegally executed prisoners have been buried in mass graves. In this way, as is the case of Iraq, it is clear that the governments fighting against ISIS are adopting its same brutal and perverse practices, perpetuating the chain of evil and horror in the world. Therefore, we are requesting the Government of Nigeria to bring both Boko Haram genocide movement and government officials who have violated Human Rights to justice.

On the other hand, the people of Nigeria urgently need humanitarian aid since thousands of children are dying of starvation as a result of the forced displacement of millions of people who lack homes and food. Along with war, ignorance and pollution, famine is one of the great evils of the world, so Nigeria should immediately resolve this problem that affects to all humanity. Certainly, millions of people depend on food aid to survive, although Nigeria is a country with resources that could meet the needs of all. This social injustice is a product of the colonial capitalist system that has been established for decades to plunder the country’s hydrocarbons, impoverishing the population and polluting the environment, poisoning the water, flora and fauna. This social injustice is the true origin of movements like Boko Haram, which only violently express the discontent of humanity toward the capitalist system of civilization. Indeed, in the Judgment of Case 08-2015 Australia, the President of Buddhist Tribunal on Human Rights asserted that savage capitalism is a crime against humanity, to which one might also add that capitalism is inherently a genocidal system, and Nigeria is an example of this.

With a spirit of Reconciliation (Maitri),

Notification on Irak

Case number 04/2015: ISIS

ETHICAL NOTIFICATION ON IRAK

Dear government of Irak,

On December 1, 2016, the Buddhist Tribunal on Human Rights notifies that while our organization has sentenced the guerrilla movement as Responsible of Genocide, Ethnic Cleansing and Crimes against Humanity, this does not imply that the ISIS armed movement deserves to be destroyed by violent and inhuman means. The present Notification is because there is evidence that IRAQ government is mutilating and dragging the corpses of members of ISIS, some of whom were killed after being captured. In addition to the fact that these acts have been carried out without due process of law and justice, which is the appropriate form of punishment, it is also highly objectionable that the corpses have been beheaded and hearts ripped out.

This brutal abuse violates Human Rights, specifically being a War Crime. Evidence shows that corpses of members of ISIS have been beaten, spat out and dragged through the streets, and Iraqi soldiers have been assisted by children when making these violations.

The ISIS group has undoubtedly carried out terrible violations of human rights, but this cannot be solved by new violations and brutal abuses that violate the ethical purposes and fundamental values of the human community.

Since these episodes have been isolated, the Iraqi government is still in time to change its mind, condemning and banning these actions by members of the military. It is formally requested that Iraqi government makes reports on these terrible actions before Justice. However, if these actions are not a mistake but a systematic and repetitive behavior, then the government of Iraq will have become a new evil in the world, and it should be brought before international courts for a just condemnation.

The best way to defeat ISIS movement is through peace, education and unity of Muslims, and not through violence, torture and violations of human rights.

Every living being, even terrorists, deserve the right to life and a dignified treatment, so all punishment must always be wise and compassionate. Without love toward the fellow men and women, humanity is condemned to disappear. The key to create a civilization of peace and justice lies in learning, stopping the repetition of the mistakes of the past.

Sincerely, with spirit of reconciliation (maitri),

Master Maitreya

President of the Buddhist Tribunal on Human Rights
