Preamble

Learning from the lessons of the Jewish Holocaust and the Gypsy Genocide perpetrated by Nazi Germany, in which millions of people were exterminated between 1933 and 1945, so that history ceases to repeat itself like an infernal karma;

Considering that global peace, social justice, sapiential education, and environmental health are founded upon the recognition of the intrinsic dignity of all human beings, which obviously includes members of peoples with whom there is enmity;

Considering that the systematic violation of human rights has caused acts of genocide, outraging and blocking the advent of a world of freedom, equality, fraternity, and charity, which constitute the highest aspiration of human civilization;

Considering the 1948 Universal Declaration of Human Rights, which has been fundamental to the regime of International Law and which uses the supreme resource of Liberation against the tyranny and oppression of criminal States;

Considering that the promotion and development of friendly relations between the Jewish nation and the Islamic nation is essential for the construction of a better world, and that such interexistence is a fundamental principle in the Universal Declaration of the Right to World Peace;

Considering that in 1948 the international community of the United Nations created the Convention on the Prevention and Punishment of the Crime of Genocide, which mandates the punishment of perpetrators and accomplices of genocidal acts, which are those who have the intent to destroy, in whole or in part, a national, ethnic, racial, or religious group, through the killing of its members, torture, forced starvation, sterilization, and the transfer of children;

Considering that the majority of member States of the United Nations (UN) have committed to resolving their differences peacefully through the International Court of Justice (ICJ) and the International Criminal Court (ICC), which have jurisdiction over genocide cases;

Considering the event of the Catastrophe (Nakba) of 1948, in which the destruction of hundreds of villages and thousands of deaths occurred in Palestine, and the expulsion or forced displacement of hundreds of thousands of Palestinians by the State of Israel, which constitutes an episode of systematic and widespread ethnic cleansing in the country’s founding stage;

Considering that Albert Einstein was offered the position of Prime Minister of Israel, and that he published a letter criticizing the Herut party—of which the Israeli Netanyahu government is an heir—as a right-wing terrorist organization with political methods and philosophy similar to Fascism and Nazism;

Considering that the Israeli Defense Forces (IDF) were created after the union of three Zionist terrorist groups—Haganah, Irgun, and Lehi—that had committed all kinds of crimes in Palestine, terrorizing Muslim communities, fighting militarily against the United Kingdom, destroying hotels and embassies, and even assassinating a UN official;

Considering that over 8 decades, the State of Israel has systematically and generally abused the human rights and fundamental freedoms of the Palestinian People, appropriating their water and agriculture, carrying out extrajudicial killings with total impunity, and even carrying out the arbitrary detention without fair trial of more than 1 million Palestinians in the last 60 years, many of whom were children subjected to cruel and degrading treatment;

Considering that since the creation of the State of Israel, it has systematically violated hundreds of resolutions of the Security Council and also the UN General Assembly concerning the conflict with Palestine, thus demonstrating a framework of impunity and non-compliance with International Law that is totally unprecedented;

Considering the terrorist attacks by the Hamas organization committed in October 2023 against hundreds of Israeli civilians, which were war crimes that served as an excuse for the State of Israel to carry out a plan of revenge, ethnic cleansing, and genocide, while simultaneously concurring with the Jewish academic Norman Finkelstein that such Hamas crimes should be accorded a measure of mercy because they were committed by people who have lived marginalized within a large concentration camp for decades without access to work, education, or a future;

Considering that international press media spread fake news about beheadings of babies by Hamas, while omitting to report that the Israeli Army itself killed hundreds of Israeli civilians during the October 2023 episode;

Considering that since October 2023 the State of Israel has encouraged and allowed Israeli invaders to violently seize Palestinian properties in the West Bank region, expelling and attacking the native population through more than 1,000 murders (including 220 children), which was carried out by both military forces and Israeli civilians who are members of an ultra-right extremist cult;

Considering the Resolution of the Organisation of Islamic Cooperation (OIC) in which a Genocide is not only denounced in the Gaza region where more than 2 million people lived, but which also requires its 57 member States to impose sanctions on Israel for committing this massacre, urging the exercise of legal, political, and diplomatic pressure to stop the crimes of the Israeli colonial occupation and its genocidal war against the Palestinian People;

Considering the report of the Israeli NGO “Physicians for Human Rights Israel (PHRI)”, which confirmed the existence of Genocide in Gaza through the deliberate and systematic extermination of its health system and other vital systems for the survival of the population, a position confirmed by the UN High Commissioner for Human Rights;

Considering the report of the Israeli NGO “B’tselem” which denounced Israel’s actions in Gaza as a genocide manual, due to the declarations of high-ranking Israeli political and military officials inciting genocide, the mass killings of more than 60,000 people, the physical and psychological harm to hundreds of thousands of civilians, the total blockade of the entire population of 2 million individuals, the destruction of homes and civilian infrastructure on a massive scale, forced starvation, the denial of humanitarian aid, the complete destruction of the health and education systems, the destruction of mosques, the creation of catastrophic living conditions, the destruction of the social fabric, mass arrests and torture of detainees, and forced displacement, all of which constitutes a systematic attack to annihilate all facets of life in Gaza, in addition to being a Genocide that occurs in a context of 75 years of colonialist apartheid and racial supremacism against the Palestinian People, a Genocide that is facilitated by the United States of America and other European leaders who provide political and military support;

Considering the Resolution on the situation in Gaza, of the International Association of Genocide Scholars, where it is confirmed that after October 2023 the State of Israel has committed war crimes, genocide, and crimes against humanity in Gaza, mainly against civilians, destroying entire families and generations of Palestinians, and fulfilling its promise to inflict the maximum possible damage and turn Gaza into hell, generating mass killings of civilians and children, widespread starvation, blockade of food and medicine, sexual violence and torture of detainees, and forced displacement of the Palestinian population;

Considering the existence of a generalized consensus of tens of thousands of lawyers, historians, doctors, genocide and social science experts, political analysts, and academics, that Israel committed genocide in Gaza, as is the case of Jonathan Sumption, former UK Supreme Court Judge, who described as genocidal acts the use of starvation as a weapon of war, the scale of the killings, the indiscriminate destruction of Gaza, and the declarations of Prime Minister Netanyahu in favor of forced transfer and ethnic cleansing, revealing a plan that sought to kill or starve those who decide to stay;

Considering that UN Reporter Balakrishnan Rajagopal affirmed that the destruction of Palestinian homes is a genocidal act because its purpose is to make Gaza uninhabitable;

Considering that other institutions have also cataloged Israel’s actions in Gaza as a genocide, including the University for Human Rights, the Boston University School of Law, the International Federation for Human Rights, Amnesty International, the Lemkin Institute for Genocide Prevention, Human Rights Watch, Genocide Watch, and Doctors Without Borders, all concurring that the humanitarian and health catastrophe inflicted in Gaza had genocidal or destructive intent according to the statements of the Israeli officials themselves;

Considering that more than 100 non-governmental organizations requested the International Criminal Court (ICC) to investigate Israel for the crime of genocide against Palestine, while the Reporters Without Borders organization denounced Israel for war crimes through the killing of hundreds of journalists;

Considering that the State of Israel has repeatedly stripped the Palestinian People of their humanity, as when the Minister of Defense said that these people are animals and will be treated accordingly, or when the Minister of Education Kisch said that these people are subhuman without the right to exist and need to be exterminated, or when Deputy Vaturi called the Palestinians subhumans who must be eliminated by wiping Gaza off the face of the Earth;

Considering that the Israeli politician Moshe Feiglin said that the only solution is the complete destruction of Gaza before invading it, and that every child and baby in Gaza is an enemy, while US congressmen like Ogles and Mast said that all Palestinian children and babies are terrorists and must be killed;

Considering that Amihai Eliyahu, Israeli Heritage Minister, proposed dropping an atomic bomb on Gaza, while the North American congressman Tim Walberg said that nuclear weapons should be used quickly against the Palestinian People;

Considering that Aharon Haliva, Israeli Military Intelligence Director, urged the killing of 50,000 Palestinians, even if they are children and women, thus seeking to reach the number of 50 Palestinians for every 1 Israeli killed;

Considering that the Israeli Army has murdered more than a thousand refugees while offering them food and water, in a clear perverse and dehumanizing process, and that US Colonel Anthony Aguilar has been a firsthand witness to war crimes by the Gaza Humanitarian Foundation against unarmed civilians while receiving food, describing the behavior of the State of Israel against Palestine as a war of annihilation;

Considering that the Lemkin Institute for Genocide Prevention stated that the US Biden government was complicit in the Palestinian Genocide, in addition to the fact that in November 2023 the Center for Constitutional Rights legally sued President Biden of the USA for failing in his duty to prevent Israel from carrying out genocidal acts of mass killings, destruction of civilian infrastructure, and forced expulsions, to which Federal Judge Jeffrey White confirmed that it was plausible that Israel’s conduct was a genocide, imploring President Biden to reexamine his support for the military blockade against the Palestinians of Gaza;

Considering that more than 500 Israelis, including former heads of the Mossad and the Israeli Army, signed an appeal to US President Trump to stop the war against Palestine, stating that it was not a just war since the Hamas militia and government were already dismantled;

Considering that in addition to the complicity of other States in the Palestinian Genocide perpetrated by Israel, there has also been corporate complicity by multibillion-dollar intelligence and armaments companies, as executives of Lockheed Martin, General Dynamics, and RTX have described the war against the Palestinian civil population as a source of economic profit, while Alex Karp, CEO of Palantir, publicly confessed crimes by saying that he mostly extrajudicially kills terrorists (implying that a percentage of his victims are innocent civilians), and also affirmed that the problem is that 2 million useful idiots live in Gaza, which constitutes material participation in the crime, knowledge of the result, corporate complicity in crimes against humanity and war crimes by providing essential means or knowledge for their commission, in addition to his confession satisfying the element of genocidal intent and showing his responsibility as an accomplice or co-perpetrator of international crimes;

Considering the Declaration of the United Kingdom, France, and Canada who jointly rejected the expulsion of civilians from Gaza in 2025, called for a cessation of the military conflict, and threatened economic sanctions against Israel, to which Prime Minister Netanyahu said that his country was going to have its own military-industrial complex so as not to be interrupted by sanctions, even publicly stating that he believes in the Zionist plan of Greater Israel, which obviously implies attacking and invading all neighboring countries in the Middle East;

Considering the critical position of Israeli deputy Cassif, who has confirmed not only the existence of the Palestinian Genocide, but even that it began in 2017 with the Subjugation Plan created by Israeli minister Smotrich, an official who publicly stated in favor of the total annihilation of 2 million people through starvation, promoting the complete destruction of Gaza so that Palestinians flee massively to other countries, in addition to having already affirmed in February 2023 that Palestinian communities in the West Bank should also be destroyed;

Considering that Egypt denied the right of asylum to thousands of Palestinian refugees, which is prohibited by International Law when returning them to their country means exposing them to the destruction of their lives, which is why this country was denounced before the African Commission on Human and Peoples Rights;

Considering the position of former Israeli Defense Chief Moshe Ya’alon who accused Israel of carrying out a conquest, annexation, and ethnic cleansing in Gaza, demonstrating that his country has lost its identity as a liberal democracy to become a messianic fascist and corrupt State;

Considering that former Israeli Prime Minister Olmert clarified that the war against Hamas and the humanitarian catastrophe carried out against the Palestinian People constitute a war crime and ethnic cleansing committed by Israel, while Israeli politician Golan also denounced the criminal starvation of Palestinian children, all of which demonstrates the ideological falsehood of the Government of Israel which catalogs all criticism of the Palestinian Genocide as antisemitic;

Considering that Michael Fakhri, UN Reporter on the right to food, said that Israel announced its genocidal intent to destroy through starvation the civilian population solely for being Palestinian, denying them food and humanitarian aid, while Mofokeng, UN Reporter on the right to health, said that the bombings and the imposed starvation in Gaza are a genocide;

Considering the position of a minority of academics, such as Ben Shapiro and Jürgen Habermas, who are deniers of the Palestinian Genocide, which is a complicit attitude, as denial constitutes the last stage of every genocidal process described by Genocide Watch, whose stages are: classification, symbolization, discrimination, dehumanization, organization, polarization, preparation, persecution, extermination, and denial;

Considering as criminal the stance of the Chabad Lubavitch cult, which has maintained a denialist attitude towards the Palestinian Genocide, and has even provided religious support and moral justification for the crimes against humanity committed by the State of Israel;

Considering that Rabbi Mirvis of the United Kingdom has denied the existence of the Palestinian Genocide in Gaza, even stating that naming that word is an affront to the victims of the genocides of history, while the Israeli Rabbi Eliyahu Mali said that based on Jewish law, the mass killing of the entire Palestinian People is permitted, and that there are no innocent people in Gaza, including babies;

Valuing that the Great Rabbi Ysroel Dovid Weiss, whose family died in the Holocaust, has not only affirmed that Zionism falsifies Judaism and that they are contradictory, but also proclaimed that the justification of the murder of innocents is contrary to God and is something satanic that breaks the peace between Jews and Muslims;

Appreciating the Declaration on Palestine and Israel, made by the World Council of Churches in 2025, which calls for an end to Apartheid, occupation, and impunity, positioning itself against all forms of racism and violence in Gaza and the West Bank, thus denouncing Israel for violating the Geneva Conventions and the Rome Statute of International Law by carrying out a genocide and systemic human rights violations, and therefore recommends imposing economic sanctions and judicial actions on those responsible for war crimes and crimes against humanity, providing support to the Palestinian People in their search for human rights, freedom, justice, religious practice, and self-determination;

Considering atrocious the silence of the Vatican regarding the Palestinian Genocide, both on the part of Pope Francis and Pope Leo XIV, recalling the attitude maintained by the Catholic Church during the Gypsy and Jewish Holocaust;

Considering that the State of Israel has not only discriminated against and attacked Muslim Palestinians, but has also done so against Christians, even going so far as to deliberately bomb the Catholic Church and the Orthodox Church in Palestine, as is the case of the Church of Saint Porphyrius which sheltered more than 500 refugees;

Considering the Declaration made by the Hindu American Organizations where they denounce the apartheid, genocide, and forced starvation of 2 million people that Israel has committed in Gaza, and therefore propose to the USA to end all military assistance to Israel;

Considering that the 2025 Peace Plan created by Trump and Netanyahu is not only invalid for having been imposed under threat of finishing the work of total extermination, but is also unreliable, considering that Israel carried out a military attack against Qatar during peace negotiations with Hamas, and also has repeatedly violated the proposed ceasefire by killing hundreds of Palestinians since the agreement was signed;

Considering that in 2025 the civil organization Gaza Tribunal concluded that the use of starvation, the denial of medical care, and the forced displacement of the entire population are instruments of genocide used by Israel against the Palestinians of Gaza within a system of apartheid and supremacist Zionist ideology, and therefore Israel should be suspended as a member of the UN, even affirming that the United States of America is complicit in the genocide by providing diplomatic support, armament, military intelligence, and economic ties;

Postulating UN Reporter Francesca Albanese for the Nobel Peace Prize, for having embodied the voice of the victims of genocide for years, promoting peace, justice, and interexistence among peoples at all times;

The Maitriyana Community, a UNICEF and UNHCR partner, proclaims the present Universal Declaration on the Palestinian Genocide, so that the people and institutions of the world may know the Truth of the events that occurred and be inspired to repair them through political, economic, educational, and health procedures at the national and international levels.

Articles

Article 1. It is declared that the State of Israel has implemented a system of dehumanization at the state level, refusing to recognize the intrinsic dignity of the Palestinian People as human beings endowed with reason and conscience, and worthy of a free, egalitarian, and fraternal life.

Article 2. It is declared that the State of Israel has discriminated against the Palestinian People on grounds of religion, language, political opinion, and national origin, marginalizing them for decades due to the colonial legal status of lack of international recognition of the territory of Palestine, and even going so far as to state that they will never allow the existence of a state of their own for the Palestinian People.

Article 3. It is declared that the State of Israel has violated the rights of the Palestinian People to life, liberty, and security, wounding more than 170,000 people, and killing more than 69,000 people in Gaza in just 2 years, of whom 20,000 were children, causing hundreds of thousands of indirect deaths due to lack of medical attention and widespread starvation of more than 30% of the population.

Article 4. It is declared that the State of Israel has perpetrated colonization and domination over the Palestinian People for decades, subjecting them to a regime of apartheid in which they have no citizenship nor right to move freely, and that recently Israeli state policy has mutated from the oppression and control of Palestinians to a policy of destruction and annihilation of Palestinians.

Article 5. It is declared that the State of Israel has carried out cruel, degrading, or inhuman treatment against the Palestinian People, perpetrating sexual abuse of women, and torture of male detainees, with the purpose of dominating, oppressing, and destroying the Palestinian People, being a systematic dehumanization and a psychophysical abuse that demonstrates a pattern of conduct with genocidal intent, even luring hungry Palestinian civilians with the promise of giving them humanitarian aid and then carrying out thousands of murders while they received food and water, which constitutes one of the most terrible inhuman acts in history, as it treats the Palestinian population as if they were a plague of mice to be exterminated.

Article 6. It is declared that the State of Israel has disregarded the legal personality of the Palestinian People, committing war crimes, crimes against humanity, apartheid, and genocide against the population of Gaza, which is why the State of South Africa legally sued Israel before the International Court of Justice (ICJ) for violating the Convention on the Prevention and Punishment of the Crime of Genocide, in a lawsuit that received the support of more than 1,000 civil institutions worldwide and also more than 30 governments, since even some States like Turkey, Mexico, Chile, Spain, Cuba, Bolivia, Ireland, Belize, and Brazil requested to join as co-applicants.

Article 7. It is declared that the State of Israel has failed to comply with the legal order of the International Court of Justice (ICJ) to take all necessary measures to prevent the commission of acts of genocide, such as allowing the entry of UN humanitarian aid into Gaza, stopping the military offensive, not continuing with the killing of civilians, not destroying buildings, and not carrying out forced displacement; to which Prime Minister Netanyahu said that no one was going to stop them, not even the ICJ, which they cataloged as antisemitic, and in fact, after the precautionary measures ordered by the ICJ, the little humanitarian aid entering the region was reduced by 50%, in clear violation of International Law.

Article 8. It is declared that the State of Israel has been accused by the International Criminal Court (ICC) of the charges of war crimes and crimes against humanity, given the military attacks on civilians and the use of starvation as a weapon of war, with international arrest warrants issued for Prime Minister Netanyahu and Israeli Defense Minister Gallant, to which Israel refused to comply with international justice—supported as binding by the European Union—calling the ICC antisemitic, and even promoting that its arms suppliers—USA and Germany—criticize said international court.

Article 9. It is declared that the State of Israel has arbitrarily detained, kidnapped, and imprisoned more than 10,000 Palestinians, holding and torturing them in illegal centers throughout Israel, including hundreds of children without the right to a lawyer or a fair trial.

Article 10. It is declared that the State of Israel has had the complicity of the State of Germany in perpetrating the Palestinian Genocide, as it violated the Genocide Convention with its military support for the Israeli army, which is why the State of Nicaragua sued Germany before the International Court of Justice (ICJ); at the same time, lawyers have filed criminal complaints in Germany against its Prime Minister for complicity in the genocide.

Article 11. It is declared that the State of Israel was found responsible for the Palestinian Genocide according to a 2025 report by the Independent International Commission of Inquiry established by the UN Human Rights Council, concluding that Israel committed genocidal acts in Gaza, such as killing members of the group, causing serious physical or mental harm, inflicting conditions of life calculated to bring about the destruction of the group, all of which fails to comply with its international obligation to prevent, punish, and stop genocide, since in fact high-ranking leaders such as Prime Minister Netanyahu, Israeli President Herzog, and his Defense Minister Gallant have used dehumanizing rhetoric and incited to commit genocide against the Palestinian People; thus, the UN report requested Israel to immediately cease genocidal actions, guarantee humanitarian access, sanction those responsible, and cooperate with the International Court of Justice and the International Criminal Court, in addition to requiring the rest of the States to suspend their arms exports to this country.

Article 12. It is declared that the State of Israel has perpetrated the Palestinian Genocide through the use of artificial intelligence created by the Palantir company, whose programs Lavender, The Gospel, and Where is Daddy spied on and evaluated the entire population of Gaza, compiling death lists with 37,000 possible targets, and then proceeded to their annihilation, turning Palestine into a laboratory of surveillance and extermination technologies.

Article 13. It is declared that the United States of America have been active accomplices in the Palestinian Genocide, not only by providing armament and financing to the Israeli military budget, but also by supporting the expulsion and forced transfer of the Palestinian population with the aim of creating the real estate plan called the Gaza Riviera, which has been denounced by UN Reporter Francesca Albanese.

Article 14. It is declared that the State of Israel is responsible for committing the Palestinian Genocide according to the position of more than 60 countries worldwide, including Afghanistan, Algeria, Angola, Antigua and Barbuda, Bahrain, Bangladesh, Barbados, Belgium, Belize, Bolivia, Bosnia and Herzegovina, Brazil, Brunei, Chad, Chile, China, Colombia, Comoros, Cuba, Djibouti, Egypt, Gambia, Ghana, Guyana, Honduras, Indonesia, Iran, Iraq, Ireland, Jordan, Kuwait, Kyrgyzstan, Lebanon, Libya, Malaysia, Maldives, Mauritania, Mexico, Morocco, Namibia, Nicaragua, Nigeria, North Korea, Oman, Pakistan, Qatar, Saint Lucia, Saint Vincent and Grenadines, Saudi Arabia, Senegal, Sierra Leone, Slovenia, Somalia, South Africa, Spain, Sudan, Syria, Timor-Leste, Tunisia, Turkey, United Arab Emirates, Uruguay, Venezuela, and Yemen.

Article 15. Article 16. It is declared that the State of Israel has perpetrated the Palestinian Genocide through the systematic and widespread killing of tens of thousands of children, additionally producing 50,000 injured children, 20,000 of whom were left disabled due to amputations or serious injuries, and also causing about 17,000 children to be orphaned, since the genocidal intent to destroy the Palestinian group involves preventing the formation of families, as children are essential for the physical survival of a People, which is why Israel has also destroyed 4,000 embryos or unborn babies by militarily attacking reproductive health centers and thus preventing births in Gaza.

It is declared that the State of Israel has perpetrated the Palestinian Genocide through State Terrorism, carrying out the destruction of more than 100,000 buildings and massively destroying between 80 to 90% of the population’s homes, which is why the systematic and widespread destruction of civilian infrastructure has attempted to completely annihilate the living conditions and the infrastructure that supports them, such as electricity and water networks, since Prime Minister Netanyahu himself affirmed that they destroyed the homes of the Palestinians so that they would have nowhere to return to and would emigrate from the country, which constitutes a crime against humanity.

Article 18. It is declared that the State of Israel has perpetrated a Cultural Genocide in Palestine through the destruction of approximately 1,000 mosques in Gaza, and 20 cemeteries, killing hundreds of imams and Islamic theologians, demonstrating an intent to erase all vestiges of this religion, which constitutes a war crime and an act of genocide under International Law.

Article 19. It is declared that the State of Israel has perpetrated the Palestinian Genocide within a systematic framework of expulsion of media companies and also the killing of more than 270 journalists in order to silence the genocidal acts and forced starvation, and so that no one remains to report the Truth of the international crimes, which is why UN experts called on the international community to intervene against this State Terrorism that violently attacks freedom of expression and freedom of the press.

Article 20. It is declared that the State of Israel has been criticized by civil society in multiple countries around the world for committing the Palestinian Genocide, as demonstrated by the massive civil protests in favor of Palestine registered in the USA, Australia, Spain, Italy, Netherlands, United Kingdom, France, Portugal, Switzerland, Germany, Greece, Kenya, Senegal, Morocco, Bangladesh, and Pakistan, raising their voice in defense of the right to life and liberty of the Palestinian People, despite the fact that this implies suffering violent police repression.

Article 21. It is declared that the State of Israel has perpetrated the Palestinian Genocide within the framework of a system of human rights violations, racism, colonization, dehumanization, and apartheid, segregating the indigenous Palestinian population into ghettos, subjecting Palestinians to military law and not allowing them freedom of movement nor the right to vote, all within the framework of an occupation in Gaza and the West Bank that is declared illegal according to the International Court of Justice, violating the Convention on the Elimination of All Forms of Racial Discrimination, since according to international experts Israel has become a State of surveillance and espionage over the entire Palestinian population, establishing a system of domination and collective punishment based on a matrix of occupation, control, blockade, arbitrary detentions, torture, sexual abuse, demolitions, deportations, and extrajudicial killings.

Article 22. It is declared that the State of Israel has perpetrated the Palestinian Genocide through the international crime of forced displacement on nearly 2 million people, which prevents the exercise of economic, social, and cultural rights indispensable for the dignity and development of the personality, establishing a policy that forces Palestinians to leave Gaza through the bombing of their homes and also humanitarian aid centers, so that they do not feel safe anywhere, since according to the statements of the Israeli officials themselves, this is ethnic cleansing carried out through forced displacement or death.

Article 23. It is declared that the State of Israel initially had an economy of occupation (supported by construction companies and financial entities like Blackrock), although in recent years it transitioned to having an economy of genocide (facilitated by technology companies, military intelligence companies like Palantir, and armament companies like Lockheed Martin), all of which was denounced by Francesca Albanese, the UN Reporter, at the cost of receiving illegal sanctions from the United States of America.

Article 24. It is declared that the State of Israel is guilty of war crimes against the Palestinian People, as demonstrated by the hundreds of videos of the Israeli soldiers themselves while committing genocidal crimes and violations of International Humanitarian Law, mocking and joking, saying that no one will ever judge them, destroying and looting buildings, bombing universities and mosques, humiliating and torturing detainees, killing unarmed civilians, even confessing their crimes publicly as serial killers by saying that they had become addicted to destruction, which is evident in the fact that they have carried out military attacks on humanitarian groups bringing aid to the Palestinian People; and that unlike Nazi soldiers who tried to hide their crimes from the rest of German society, Israeli soldiers themselves disseminate their crimes while being encouraged by most of Israeli society to continue with the Genocide.

Article 25. It is declared that the State of Israel has perpetrated the Palestinian Genocide through the collapse of the Gaza health system, destroying 84% of hospitals, killing doctors, blocking humanitarian aid, destroying food reserves, preventing access to clean water, causing diseases to spread rapidly, preventing the Palestinian People from having well-being, food, clothing, housing, electricity, medical assistance, fuel, social services necessary for survival and maternity, destroying almost all homes by using forced transfer as a policy, and imposing starvation as a weapon of war, which resulted in 1/3 of the population suffering catastrophic levels of starvation, meaning that more than 640,000 people are starving to death in Gaza.

Article 26. It is declared that the State of Israel has perpetrated a Cultural Genocide in Gaza, as it has joyfully destroyed almost all schools, universities, libraries, cultural centers, scientific organizations, and artistic institutions, which are essential for the existence, identity, and well-being of the Palestinian People, in addition to annihilating hundreds of professors and thousands of students within the schools, an event that has been cataloged as extermination and a crime against humanity according to UN experts.

Article 27. It is declared that in the context of the Palestinian Genocide, the State of Israel has perpetrated crimes against peace and crimes against the international community, as it has not only prohibited the entry of UN Reporters into Palestine for decades and has prohibited humanitarian aid from being delivered to the population suffering apartheid and extermination, but also at the end of 2024 Israel militarily attacked the UN offices and schools themselves, including its humanitarian centers and shelters, and that these attacks on OCHA (UN Office for the Coordination of Humanitarian Affairs) and UNRWA (UN Agency for Palestine Refugees) resulted in the deliberate killing of more than 200 UN employees, and that Israel justified these attacks against the UN by saying that combatants were sheltered there, which is why both the State of Malaysia and Francesca Albanese have recommended that Israel be expelled from the UN.

Article 28. It is declared that the State of Israel has perpetrated the Palestinian Genocide through massive ethnic cleansing, so the entire international community should suspend ties with this State until a national and international order is established in which the rights and freedoms of the Palestinian People are effective, since Israel has carried out crimes against humanity with total impunity, methodically destroying more than 100,000 buildings in Gaza, dissolving the health system, blocking the reception of UN humanitarian aid, causing the extrajudicial killing of tens of thousands of civilians and hundreds of thousands of wounded, being an ethnic cleansing and extermination that has not only been denounced by the UN High Commissioner for Human Rights but also by US Senators Hollen and Merkley, who in turn denounced the complicity of the USA in this plan, as the destruction and extermination has caused Gaza to go from being a concentration camp to becoming a large garbage dump.

Article 29. It is declared that the framework of criminality and impunity in which Israel finds itself is so great that the creation of an independent Palestinian State will surely not resolve the conflicts that Israeli society has with its Muslim neighbors, as demonstrated by its tendency towards bellicism with all the countries that surround it, which is why a New Agreement for Right and Adequate Peace is proposed, which is a project for the creation of a New Plurinational State of the Holy Land co-governed by members of the Jewish and Palestinian peoples, under UN supervision.

Article 30. It is declared that the Palestinian governmental institutions that survived the Genocide should create the most exhaustive possible list of victims killed by shootings, bombings, starvation, and lack of medicine, as far as possible publishing their names, photos, or life stories that have been erased from the face of the Earth due to malignant, fascist, totalitarian, and genocidal regimes, so that the world can solemnly say Never Again.

Article 31. It is declared that nothing in this Universal Declaration on the Palestinian Genocide shall be interpreted as conferring any right to any State or group to carry out terrorist activities against the Israeli population or the global Jewish community, since evil must be confronted not through evil but through the benevolent powers of compassionate love, wise justice, and transformative Truth.
